"Tomorrow... the Governors' Ambassadors Forum will discuss enhancing institutional integration

The first Provincial Ambassadors Forum will commence tomorrow under the patronage of His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, and in the presence of His Excellency Engineer Badr bin Salim Al Maamari, Secretary General of the Tender Board, along with a number of officials.

Hosted for the first time by the Muscat Governorate and organized by the General Secretariat of the Tender Board, the forum is part of an adopted approach to managing a series of gatherings bringing together provincial ambassadors. It follows a pre-established schedule overseen by the Secretariat. The event, held under the slogan “United by Purpose,” brings together specialists and professionals in project management and administrative governance from various governorates, aiming to promote institutional integration and the exchange of best practices in contracts and procurement. This contributes to supporting the government’s orientation towards decentralization, empowering provinces, and achieving balanced development across the Sultanate of Oman.

The program includes an official opening session followed by a series of specialized sessions and workshops that showcase the experiences of the governorates in project and contract management. The sessions will highlight major shared challenges and ways to address them. The discussions will open with a working paper on "Contract Governance and Tender Documents," focusing on enhancing legal governance and ensuring contractual balance in government procurement. This will be followed by a paper titled "Project Preparation Methodology in the Annual Plan," which aims to clarify the methodological framework for project planning, aligning with national priorities, improving resource allocation, and ensuring quality execution.

Another session, "Document Cycle and Adaa Platform," will focus on governance and reducing change orders to enhance efficiency in managing government projects. The first day will conclude with two papers: one on "Local Content" emphasizing its importance in empowering the national economy, and another on "Price Indices," which highlights the role of the Price Indices Department in tracking and analyzing price trends across governorates to provide accurate data for decision-making.

On the second day, the program continues with field visits to key ongoing projects in the Muscat Governorate, including the Oman Botanic Garden, Sultan Haitham City, the "Ansab–Jifnain" Road Project, and the Green Walkway. These visits aim to connect theoretical knowledge with practical application and foster field experience exchange.

The forum concludes on the third day with the presentation of a series of specialized working papers delivered by experts from the Muscat Governorate and the General Secretariat of the Tender Board. These discussions will explore key trends and future opportunities in the management of public projects and procurement. The forum is expected to contribute to empowering local talent, enhancing their capabilities, and supporting the governance system at the local level, in alignment with the government's efforts to institutionalize transparency and improve the efficiency of public sector performance.​
