The most important outputs of the foundation year:

Creating the necessary regulations, Executive Regulations and guidelines for procurement management.
The formation of an analytical database that shows the general status of current spending and related contracts for the concerned parties, the methods of attribution and the axes of future improvement associated with them, and the identification of an approved reference for the prices of purchases and services.
Creating a mechanism that enables advance planning of the procurement needs of government agencies.
Identify the attrition strategies for the procurement categories concerned in the Directorate and start introducing and assigning them.
Finding the necessary performance indicators for the procurement process and for evaluating suppliers.
Creating a database that enables to infer the market components in various sectors, including the names of suppliers and their classification, and working to multiply the competitive force while achieving the best value.
Identify possible opportunities to support and enable local content and work on the design of frameworks and strategies to support them.
Start working on finding the necessary technical and electronic systems.
Start work on the appointment of permanent staff
10.Completion of the implementation of the change management plan to introduce the government procurement unit and its competencies .
Identify training needs and start some training workshops for career staff.

The mechanism of work and role of the directorate with government agencies:

1. The role of the government procurement Directorate:

Definition of the Directorate, its terms of reference and the manual of related procedures
Conducting training of technical personnel on how to deal with the government procurement platform " Amana "
Introduction to the operational model of government procurement
Measuring the performance of operations and the resulting impact for all parties
Compilation and analysis of data and data provided by the authorities
Developing best offering and contracting practices based on market data and data provided in the procurement platform
Work with the authorities to ensure that there is a clear mechanism for evaluating and classifying suppliers
Issuing the required regulations, laws and legislations

2. The role of government agencies:
