The General Secretariat of the Tender Board Achieves Financial Savings of Over OMR 6.7 Million by the End of April 2025


The Directorate General of Government Procurement at the General Secretariat of the Tender Board has achieved financial savings totaling approximately OMR 6.78 million by the end of April 2025. This accomplishment comes as part of its continuous efforts to enhance the efficiency of government spending and reduce expenditures across three main categories: vehicles, information technology, and facilities management. These savings were realized through the signing of several strategic contracts and projects aimed at improving the efficiency of government procurement and ensuring the best offers and prices for various government entities.

Engineer Najat bint Ali bin Nasser Al-Siyabiya, Director of the Government Procurement Department, stated that the unified government procurement system continues to enhance procurement efficiency across all government entities. Among the contracts and projects executed in the first quarter of 2025 was the unified framework agreement for the purchase of desktop and laptop computers and tablets, which contributed to savings of over OMR 110,000. Additionally, a unified framework contract for the supply of light vehicles to government entities generated savings of approximately OMR 205,000. The framework agreement for school uniforms, in cooperation with the Ministry of Education, resulted in savings of nearly OMR 116,000. Notably, a number of IT-related projects marked a significant leap in savings, achieving over OMR 5.5 million.

She added that the achievements also included the issuance of the second change order to extend the technical support contract for the tax system, resulting in estimated savings of OMR 10,000, as well as the leasing of the Oman Exports Platform and the activation of the Oman Export Center for one renewable year, which saved more than OMR 46,000.

Regarding developments from the second quarter of 2024 through the end of April 2025, the Directorate continued its outstanding performance by signing a new framework agreement for the purchase and renewal of Microsoft educational licenses for government educational institutions, resulting in savings exceeding OMR 25,000. Additionally, the implementation of an oversight operations management system achieved savings estimated at OMR 219,000.

These accomplishments reflect a clear strategy aimed at improving the government procurement system. The Directorate played a key role in signing a series of framework agreements with government entities, enhancing procurement efficiency by unifying prices and simplifying procedures. These agreements included a central licensing agreement for Microsoft software for government institutions in cooperation with the Ministry of Transport, Communications and Information Technology; the school uniforms framework contract; and the textbook printing services agreement in collaboration with the Ministry of Education.

These efforts also successfully reduced the procurement documentation cycle by more than 70%, accelerated government contract processing, and supported local content by giving preference to local companies and small and medium enterprises, thereby contributing to the national economy and strengthening local production capacity. As part of its commitment to greater transparency and precision, the Directorate has developed a detailed database of some government entities' expenditures, providing a reliable reference to support planning and financial decision-making at the government level.

The Directorate General of Government Procurement, under the General Secretariat of the Tender Board, reaffirms its commitment to implementing the Secretariat's strategy in line with Oman Vision 2040. The strategy aims to enhance procurement efficiency, promote transparency and financial sustainability, and achieve comprehensive development goals. It also includes continued development of the electronic procurement system and expansion of framework agreements in the coming periods to adopt best global practices in government procurement management.
