His Excellency Eng. Badr bin Salem Al Maamari, Secretary-General of the Tender Board, received today a delegation from the sisterly Kingdom of Bahrain, headed by His Excellency Eng. Jamal bin Abdulaziz Al Alawi, Secretary-General of the Bahraini Tender Board and Auctions. During the meeting, they discussed partnership and cooperation opportunities in the fields of tenders between the Sultanate of Oman and the Kingdom of Bahrain, with an explanation of the experience of the General Secretariat of the Omani Tender Board in raising the efficiency of government spending related to projects and purchases by enhancing the efficiency of current tendering procedures by studying and applying the best local, regional and international practices related to tenders, and benefiting from the economies of quantity to activate unified purchasing operations, and raising and improving the efficiency and quality of planning and implementing government projects, and working to achieve the highest local added value from spending on government projects and purchases, and the impact achieved from the measures taken, and the importance of the Sultanate of Oman's strategic directions in automating operations and developing the cadres working in government projects in line with the objectives of the General Secretariat and in line with Oman Vision 2040.
During the visit, the Bahraini delegation was briefed on the organizational structure To the General Secretariat of the Tender Board and the electronic systems related to the automation of projects, purchases and tenders, and the legislation and regulations regulating government tenders, in addition to identifying the scope of work of the Tender Board and the ceiling of its powers and the powers of the relevant authorities, in addition to the bidding cycle, evaluation and decision-making mechanism, and the legal aspects related to tenders.
During the meeting, the delegation praised the role of the Sultanate of Oman in raising the efficiency of government spending related to projects and purchases, enhancing local content and developing small and medium enterprises, in addition to working to automate operations and develop national cadres working in the management of government projects and contracts.
During the meeting, many aspects were discussed that enhance cooperation between the two countries, including international indicators related to the work of the Tender Board, and discussing increasing the participation of the private sector in projects related to development and growth in the two countries, with the importance of continuing to provide facilities and incentives to advance government projects.
The delegation was also briefed on the electronic systems that the General Secretariat of the Tender Board operates on, including the electronic tendering system "Isnad" and what it achieves in terms of the highest levels of efficiency and effectiveness for institutions, ensuring competitiveness in implementing tenders and works in accordance with the controls and requirements specified in this regard, in addition to the Amanat platform for government procurement and the request management system and what it provides in facilitating and accelerating unified procurement processes. The meeting included a detailed explanation of the project to restructure the General Secretariat of the Tender Board, which included the strategic objectives of achieving quality, transparency and excellence in technical and financial operations and procedures related to tenders, excellence in the implementation of government projects to ensure speed of implementation, reduce change orders and adherence to approved financial budgets, and raising the efficiency of government procurement with the aim of achieving optimal utilization of financial resources, setting regulatory frameworks for local content programs and developing local added value opportunities, in addition to the organizational structures and competencies of each of the General Directorate of Tenders, the Project Follow-up Office, the General Directorate of Government Procurement, and the General Directorate of Local Content.
