The General Secretariat of the Tender Board has launched the second phase of the unified procurement project for vehicles (trucks and heavy equipment), aimed at meeting the needs of government entities in accordance with unified framework contracts, implementing enhanced procedures in unified government procurement, and in coordination with relevant entities. The launch of the second phase follows the success of the first phase of the unified vehicle procurement project (the first category of the unified vehicle procurement project, which was launched in the second half of 2023), which contributed to the establishment of an electronic system for managing procurement requests, including products from various categories and sizes from multiple local suppliers.
The electronic system for managing requests connects relevant parties to the electronic procurement system (beneficiary government entities, the General Secretariat of the Tender Board, the Ministry of Finance, and suppliers). Additionally, the request management system issues instant notifications (via email and text messages) on the progress of any request. The General Secretariat has provided unified procurement services by studying and approving requests from 35 beneficiary government entities covering all governorates of the Sultanate of Oman, issuing 53 purchase orders at unified prices for each product within standard timeframes.
The importance of the announced tender lies in meeting the needs of government entities in all governorates of the Sultanate of Oman to carry out their assigned tasks by allocating them the required trucks and heavy equipment for procurement according to innovative procedural and time frameworks. The purchasing methodology adopted will contribute to governing unified government procurement for trucks and heavy equipment, similar to what was implemented in the first phase for light vehicles, taking into consideration enhancing local content and increasing spending efficiency, building on inspiring experiences and gains achieved.
There will be no need for government entities to repeatedly engage in traditional procurement procedures; rather, they will suffice with using the Secretariat's request management system according to the needs of the entities to choose from dozens of items offered in the system and contracted in advance, provided that the budgets for those entities are available. There will be continuous review by the General Secretariat of the Tender Board, represented by the General Directorate of Government Procurement, to update the management of government vehicle procurement according to best practices.
