Meeting to Discuss Proposed Solutions for Challenges in Road Construction


Continuing the efforts of the team responsible for road workshops, the General Secretariat of the Tender Board, led by the Secretary General of the Tender Board and attended by the Undersecretary of the Ministry of Transport, Communications, and Information Technology, as well as the Chairman of Muscat Municipality, presented the results of the challenges identified in previous road workshops faced by contractors, consultants, and engineers specialized in government entities concerned with road construction.

The General Secretariat had previously conducted four workshops on road challenges, involving government entities, consulting offices, and companies operating in the road sector. The goal of these workshops was to align perspectives on the challenges faced in the current situation, particularly the participation in road project tenders. Additionally, the workshops aimed to propose improvements and developments to enhance participation, competition, and capabilities in road construction projects.

Among the main challenges faced by the road sector were the lack of clear and unified procedures from the approval stage to the project implementation stage, as well as a shortage of skilled personnel in the sector. Additionally, there were delays in obtaining permits from the relevant authorities, which hindered project progress. Some entities also faced difficulties in securing financing and providing the required guarantees, and there was a lack of communication plans with stakeholders both within and outside the entities.

The results of the meeting included several recommendations, such as scheduling regular meetings to discuss feedback on solutions related to road challenges and intensifying awareness and publications on directives and outcomes to enhance project efficiency.​
